In the end, I was able to get my photos recovered. I left the drive hooked up to my computer and it's still functioning to this day. It seems that whatever caused the corruption in the first place has ceased, allowing the drive to function as normal. I was able to transfer my .pst files and all other important data to the new internal drive.

Even though I lucked out in the end, this whole process made me think about my data backup procedures (or lack thereof). My advice to you is to make constant backups of your data. Your hard drive can crash at any time. If it does, and you require data to be recovered, please seek help from a company that specializes in data recovery. Doing things the correct way, even if it costs more money, typically has the best end result.

When the younger Assad took office, he kept the grip of power within the family, with his brother Maher commanding the Republican Guard and his brother-in-law a leader of the armed forces.

"The place is one exercise in nepotism," Landis said.

"Syria is a police state with a very strong military and intelligence capability inside Syria," the U.S. official said.

"What is happening now in Syria is that this barrier of fear is breaking and people are discovering that they can trust one another and this is the greatest threat really to the Assad regime," he said.

So how does Assad leave power, as many are predicting?

"The hope is he would either step down or be forced to step down by his own people," the U.S. official said. But how it will actually happen "is really impossible to tell."

"He is doomed because he's the last minoritarian regime in the Middle East," Landis said. "One presumes that they will eventually fall in this age of democratic revolution and popular revolt."

Yet the district persisted, soon rejecting every parent's signature on technicalities that are still tied up in court a year later.

Which brings us to the latest brawl, in the small Mojave Desert town of Adelanto, 80 miles northeast of L.A. That's where a second group of California parents recently submitted a trigger petition?for Desert Trails Elementary, where two-thirds of sixth-graders failed state exams in English and math last year. The 450-plus parents looked poised to succeed until Tuesday night, when the educational empire struck back.

At a public meeting, the Adelanto school board announced that, upon review, the trigger petition represented only 48% of parents?not the 70% that petitioners claimed when they filed last month. The loss of nearly 100 signatures, it turns out, was the result of a systematic and legally questionable pressure campaign waged against parents.

"About two weeks ago, the California Teachers Association flew in a cadre of paid operatives from Sacramento," says Ben Austin of Parent Revolution, the liberal activist group that conceived of parent trigger and has supported the campaigns in Compton and Adelanto. "Suddenly parents were accosted in the parking lot by CTA operatives blocking cars from moving until the driver agreed to take a flier plastered with lies." Operatives also went door-to-door across Adelanto.

Mr. Austin says many parents were told that if they didn't rescind their signatures, Desert Trails would be closed within days. Others heard that all the teachers would be fired, and still others had their picture taken for refusing to rescind. One parent on Thursday told Parent Revolution's lawyers that she withdrew her signature after being told that if she didn't, other parents "were going to pocket all the money once they took over."

Mr. Hancock adds that he and his wife were far less vulnerable to intimidation than were other parents. "Some of their citizenship is at stake?they might not be legal citizens?so it made them nervous." He adds, "They were threatened with the INS."

If this is true, it wouldn't be the first time: In early 2010, Spanish-language fliers surfaced in several L.A. neighborhoods warning parents that if they voted to convert a public school into a charter, they "might be deported."

CTA spokesman Frank Wells acknowledged that his union sent representatives to Adelanto, but he said their primary purpose was to hold information sessions for Desert Trails parents. The door-to-door rescission campaign was "parent-led," he told the L.A. Times, and "as far as us going around and telling people to do something one way or another, the answer is no."

Messrs. Austin and Hancock maintain their suspicions, largely because almost every one of the 97 rescinded signatures materialized over four days last week. That's either a feat of superhuman community outreach, or the work of people whose jobs give them ready access to the names and addresses of Desert Trails families.

Concrete is being reinvented as the preferred material to use in home construction as well as home d?cor. Concrete is no longer the boring grey and drab material but rather a flexible medium where it can be made to match any design material like stone, brick or even wood. This is especially true on driveways! With the use of stains, it can now be colored in different shades, an alternative to more expensive materials. It is also a material of choice when going green. Concrete is sustainable unlike wood and is actually recyclable. This is unlike carpet and vinyl tiles that pose a problem during its disposal and replacement. Stamped and stencilled concrete driveways are some of most common techniques converting concrete into a decorative concrete material. Stamped and stencilled concrete is done by adding texture to fresh concrete where it is made to resemble stone, brick wood or any design that the owner prefers. This is done by pressing moulds unto fresh concrete driveways where it is still mouldable. Brick patterns are the most commonly used but any pattern and design is possible. Colors can be added using dry shakes. Stenciled Concrete and stamped concrete uses the same process, the only difference is stenciled concrete uses disposable stencils like paper instead of rubber stamp mats. Another difference is using stencils creates ready-made grout lines since color is added after the stencil is placed unlike stamped concrete where the concrete is colored before being stamped. Stenciled concrete gives the illusion of grout lines since it keeps the concrete free of color under the stencil. Powder released agents are also used in stamped concrete for easy removal of the mats. Whether stamping or stencilling your concrete driveway, applying a driveway sealer will help enhance the color and protect the concrete's surface. Although concrete is a relatively cheap and inexpensive material, applying decorative finishes can be quite expensive. It is best that steps are made to protect it. Sealing driveways will protect them from traffic especially heavy foot traffic and automobiles! There are basically two types of concrete sealers for external stamped and stenciled concrete, these are film forming sealers or penetrating sealers. Film forming sealers will protect the surface of the concrete driveway while penetrating sealers will soak into the concrete making it waterproof. Water-based are the preferred type of sealers to date since constructors are veering away from solvent type driveway sealer.

Police Chief Abdul Rahman Sarjang said it quickly turned and soon protesters were throwing rocks at police and trying to attack the nearby governor's house. There were no immediate reports of deaths, but Sarjang said people were getting caught underfoot as the mob pushed forward.

Police were trying to control the crowd, but were not shooting out of concern that even shots in the air would further incite them, Sarjang said.

Another protest was underway in nearby Nangarhar province, but there were no reports of violence there.

All FIEs in China must follow new annual examination guidelines with immediate effect

Feb. 24 ? Foreign-invested enterprises (FIEs) registered before December 31, 2011 in China are required to submit to the government-conducted 2012 annual cooperative examination which will last from March 1 to June 30 this year.

The annual inspection, designed to ensure that FIEs conduct business in compliance with the country?s legal requirements, is jointly conducted by the following government departments:

Local office of the Ministry of Commerce
Finance Bureau
Administration of Industry and Commerce (AIC)
Tax Bureau
Customs
State Administration of Foreign Exchange
Statistics Bureau

Starting on March 1, FIEs are required to log onto the online annual inspection system (www.lhnj.gov.cn) and fill out the necessary information for a preliminary inspection. If the company passes this preliminary inspection, it should submit a signed annual cooperative examination report and other prescribed financial information ? including the report, the audited financial statements and other materials (all signed and stamped) ? to the governing administrative body by June 30.

FIEs may also obtain the hard-copy examination documents from the same AIC office from which the original business license was obtained.

The complete checklist of documents required by the authorities for checking and renewal can be found in our previous article ?2012 Annual Legal Tax Documentation Renewals Due.?

The inspection procedures and requirements can vary depending on the region.

For example, in addition to attending the cooperative examination, Shanghai-located FIEs and FIE branches shall go through a separate annual examination conducted by the AIC between March 1 and June 30. They shall file a declaration for inspection at the Shanghai AIC web site (www.sgs.gov.cn) or the state AIC web site (www.saic.gov.cn), and submit documents in accordance with related provisions.

FIEs? representative offices (ROs) are required to submit an annual report between March 1 and June 30 to the AIC, providing information on the legal status and standing information of the foreign enterprise, ongoing business activities of the RO, and an audited expenses report. More details on ROs? annual reporting can be found in our previous article ?Annual Compliance Procedures for China Representative Offices.?

Annual Compliance for JVs, WFOEs and FICEs
While annual inspection is considered as the last step in the annual compliance procedures for FIEs, it is critical that companies complete their annual financial statements and tax filings beforehand.

Audit
The annual financial statements and auditor?s report should be completed before the end of April in order to meet the May 31 tax filing deadline. The annual audit of a joint venture (JV), wholly foreign-owned enterprise (WFOE) and foreign-invested commercial enterprise (FICE) is more complicated than that of an RO. In addition to the key considerations for an RO audit mentioned in our previous article, the following points should be kept in mind:

Bad debt
Generally, enterprises can provide reasonable bad debt provisions according to the end balance of their accounts receivables. However, the tax authority has the power to adjust any unapproved provided bad debt allocations and reassign them as subject to income tax.

Reserve funds
Prior to the annual audit, and the subsequent settlement of taxes with the tax bureau, there are items that need to be calculated and presented in the accounts as mandatory fund dispersals.

By law, WFOEs need to specify the amount for the reserve fund in its articles of association. This must not be less than 10 percent of after-tax profits, and the reserve fund must be contributed to until a ceiling (of 50 percent of the total registered capital in the company) is reached. Once this amount is achieved, no further amounts need to be contributed to the reserve fund.

Appropriations to other funds should be made in accordance with the articles of association and a board resolution.

Special attention to inventories
Inventory comprises raw materials, components, and finished products. Many companies do not adequately control inventory utilization and disposal. Common problems include discrepancies between bills of lading and goods received, improper storage of raw materials and safeguarding inventory and the illegitimate disposal of scrap materials and containers.

For both trading and manufacturing companies, inventories must form a significant proportion of total assets, and auditors will therefore pay close attention to inventory valuation. Inventory valuation is done based on the purchase invoices or cost calculation sheet, but auditors will also confirm the inventory existence and proper stocktaking procedure.

In terms of stocktaking procedure, make sure to:

Observe whether the stocks are neatly kept, whether large items are properly piled and marked
Check that counting is systematic to ensure everything is accounted for and accounted for only once
Pay attention to high value items
Investigate whether discrepancies arise between the physical count and stock records
Note any items that appear to be damaged, obsolete or slow moving

Internal audits and business reviews throughout the year are also recommended in order to improve process and, in China especially, establish a control system to reduce the risk of irregularities. Such audits and reviews complement financial statements and often raise serious issues that management may not be aware of, whereas statutory audits tend to be centered on financial figures.

Fixed assets
Fixed assets include houses, buildings and structures, machinery, mechanical apparatus, means of transport and other such equipment, appliances and tools related to production and business operations with a usage period of 12 months or more.

Fixed asset purchases should be recorded in the fixed assets account and annual depreciation should be calculated and allocated to expenses.

All construction in progress items should be transferred into fixed assets when they are put into use with any interest expenses. The disposal gain or loss should also be recorded and approved by the tax authority.

Residual value can be determined based on the nature of the assets and conditions.

Depreciation for transportation facilities (except aircraft, trains and vessels) is four years and for electronic equipment three years. If assets need to be updated frequently, the depreciation period can be shorter (limited to 60 percent of the statutory minimum depreciation period).

Stamp duty
Although not a material issue with much cost, FIEs should not forget to pay stamp duty on all books, records and applicable contracts. Fines for non-compliance outweigh the dutiable value.

Tax Filing
All FIEs also need to submit the Annual Taxation Consolidation Reporting Package, authorized by a certified public accountant (CPA) firm, to the tax bureau by the end of May each year.

In this reporting package, a CPA firm verifies all the taxes payable, including value-added tax, business tax (BT), consumption tax, corporate income tax, and other taxes on the basis of the audit result.

CIT is the most important issue disclosed in this report. The related taxable elements, and in particular items involved in CIT (such as income, cost and expenses) should be specified in detail, while the auditing firm should make the CIT reconciliation between financial profit and taxable profit in accordance with PRC CIT regulations.

If the audited taxes are different from the taxes paid, the FIE should discuss the discrepancy with the tax bureau. Should the audited tax figure be lower than the figure paid, the FIE would need to apply for a tax rebate or tax reduction for the fiscal year in question. Should the audited tax figure be higher than the paid tax, the FIE will need to pay the balance due to the tax bureau upon submitting the report.

LOS ANGELES (AP) ? The annual PaleyFest TV celebration in Southern California is going live online.

When the stars and creators of "American Horror Story," ''Modern Family" and other TV series gather March 2-14 at a Beverly Hills theater, their discussions will be streamed live for the first time, the Paley Center for Media said Friday. All 13 of the PaleyFest panels will be carried by Livestream, the live-event service that's a partner in this year's festival.

The majority of panels will be available on-demand through another festival partner, Hulu. The sessions will be available through the free, ad-supported Hulu and Hulu Plus subscription services starting March 15, after the festival concludes.

"At its heart, PaleyFest is about the communal experience of television, and the unique relationship between TV audiences and their favorite series," said Paley Center President and CEO Pat Mitchell. The live broadcasts, on-demand access and a new website allow more fans to join in, she said.

The center also is touting a new app and an online auction set to include memorabilia from series featured in this year's and past festivals.

PaleyFest 2012 opens March 2 at the Saban Theater with the "American Horror Story" panel and concludes with "Modern Family."

Other shows in the lineup include: "Community," ''Once Upon a Time," ''New Girl," ''The Office," ''Sons of Anarchy," ''Bones," ''Castle," ''Vampire Diaries," ''Revenge," ''Two and a Half Men" and "Mad Men."

The "Community" and "Castle" panels will be shown live at the Paley Center in New York.
