Apple names European exec to head retail ops

(AP) ? Apple Inc. is reaching over the Atlantic to snatch a British electronics-chain CEO as the head of its own retail operation.

Apple said Tuesday that Dixons Retail PLC's John Browett will become its top retail executive on April 20. He will report directly to Apple CEO Tim Cook.

Browett fills a job left open when Ron Johnson left to become the CEO of J.C. Penney Co. in November. Johnson pioneered Apple's highly successful retail stores, known for their stark design and their "Genius Bar" where Apple customers get technology advice and support.

Browett has served as CEO of Dixons since 2007. During his tenure, the company has continued an aggressive expansion in Europe. Its brands include Currys, PC World, Elgiganten, Electro World, PC City and Pixmania.

Browett has also held several positions at the British retailer Tesco PLC and headed its web site operations.

"Our retail stores are all about customer service, and John shares that commitment like no one else we've met," Cook said in a statement Tuesday.

Dixons named Sebastian James as Group CEO and Katie Bickerstaffe to the newly created role of CEO-U.K. and Ireland.

Cupertino, California-based Apple's stock rose $2.13 to $455.14 in premarket trading Tuesday.

Dixons shares fell 7.5 percent in London trading.

Commodity prices fall on European financial woes (AP)

Most commodity prices fell Monday as signs of slower economic growth emerged in Europe. Investors worried about future global demand for oil, copper and wheat if Europe slows further or falls back into recession.

Investors waited for Greece and its bondholders to finish a deal to cut Greece's debt, a critical step toward avoiding a messy default in March. But there was no announcement of anything official.

But there were independent signs that the European economy is slowing. France lowered its 2012 economic growth forecast to 0.5 percent from 1 percent, and Spain said its economy shrank in the fourth quarter.

European leaders met Monday to discuss ways increase economic growth and create jobs, plus the sovereign debt crisis. Even if Greece cuts its down, there are still concerns about Italy and Portugal.

"It's all very patchy," said Edward Meir, an analyst for INTL FC Stone, which offers services in commodities, capital markets, currencies and asset management, among others. "It's like they put their finger on one hole and water leaks from another. They can't get their arms around the whole thing."

Despite Monday's broad sell-off, most commodity prices are higher for the month. The main exceptions are wheat, corn, soybeans and natural gas.

Gold for February delivery fell $1.20 to finish at $1,731 an ounce. In March contracts, silver declined 26.3 cents to end at $33.527 an ounce, copper dropped 6.25 cents to $3.8265 per pound, and palladium ended down $1.65 at $688.50 per ounce. April platinum fell $6.70 to $1,616.30 an ounce.

In energy trading, the price of oil declined as investors worried that U.S. economic growth may slow after the Commerce Department said consumer spending was flat in December even though incomes rose.

In addition, Iran welcomed international weapons experts in an effort to ease concerns about its nuclear program. Europe and U.S. leaders have been concerned that Iran could be building a nuclear weapon.

Benchmark oil decreased 78 cents to end at $98.78 per barrel on the New York Mercantile Exchange. Heating oil fell 2.15 cents to finish at $3.0378 per gallon, gasoline futures declined 5.07 cents to $2.8727 per gallon, and natural gas fell 4.3 cents to $2.713 per 1,000 cubic feet.

In March agriculture contracts, wheat fell 2.5 cents to end at $6.4475 per bushel, corn declined 10 cents to $6.3175 per bushel and soybeans ended down 33.75 cents to $11.8525 per bushel.

Va. Mosque Opening On Hold After Vandals Trash Windows

Patch:

Under the cover of darkness Sunday night, vandals downed alcohol, threw rocks and smashed the windows -- along with over a decade of hard work, financial sacrifices and prayers -- of a Chantilly mosque.

The Ahmadiyya Muslim community was reeling Monday after learning of the destruction at the construction site, which leaders estimated could cost up to $60,000 to repair. The vandals took out most of the glass windows and doors on the first floor, and even two windows high on the second floor.

"It's kind of devastating to see," said Usman Ghumman, the general secretary. "All the windows are smashed in, like in an insane way. Like somebody went systematically, door to door, to whatever's reachable."

The Benefit of Investing in Assets | ArticleGoes - Free Dofollow ...

If you have been looking for a way to cushion both you and your family from a dire financial situation then you should consider making investments.

If you have been looking for a way to cushion both you and your family from a dire financial situation then you should consider making investments. With the current economic state, several people are opting not to invest in company shares; well there is good news for such people and that is investing in assets. Investing in assets will guarantee you safe investments. Therefore you will be at peace knowing that your investment is fully secure. There are guidelines to follow in order to guarantee that your asset investment gives you good returns or profits in the long run.

When investing in assets, you should ensure that the asset you are investing in is an asset that is in high demand. It would be pointless to spend your money purchasing an item that nobody needs and that is why demand should be high, that way the asset will never lack a ready market. The higher the demand then the higher you can charge for it and once you feel you are ready to move on; you can sell the asset at a higher price than you bought it. All in all investing in assets is a productive path to go down on.

There are several benefits that come along with this venture one of them being a predictable investment return. Let us take for example shipping containers, the demand for them is quite high since there are several items being traded across seas each and every day and you can be sure that their demand will never run out. By closely looking at the market, you can be able to predict the average return you will get from shipping containers investment. This will give you the chance to clearly review all your options before making the investment.

Investing in assets is a good path to follow and more so when the assets are shipping containers. To begin with, the asset is not that hard to acquire; you can make your purchase directly via the manufactures or you can opt to make your purchase via a company that leases containers. The latter would be a better option because you can go back to the leasing company to provide you with hard asset management. This basically means that once you have your shipping containers, you can entrust them to lease it on your behalf at a cost.

This would be a good option because they have an endless supply of clients waiting to lease a shipping container. This will eliminate the burden of having to look for the clients yourself and that is in itself the beauty of hard asset management. The only thing left for you to do would be to go home and wait for your returns or benefits to come in. A payment system is formed depending on the number of shipping crates you own and your personal interest. If you have been looking for high yield investments then shipping containers investment is definitely worth your consideration. Try the venture today and you will never regret your decision.

Canon announces middling Q4 2011 earnings report, president steps down

In the wake of a relatively strong Q3, Canon today unveiled a slightly less rosy earnings report for the fourth quarter of 2011. Net sales for the quarter reached ¥964.8 billion (about $12.6 billion), up from the ¥916 billion the company reported last quarter, but down about 9.7 percent from Q4 2010. Quarterly operating profit, meanwhile, rose 14.2 percent on the year, to ¥94.6 billion ($1.2 billion). Profit for the full fiscal year, however, declined by 2.4 percent to ¥378.1 billion (approximately $4.9 billion), compared with the ¥387.6 billion ($5.1 billion) Canon raked in for all of 2010. Net income, on the other hand, rose by nearly 14 percent over Q4 2010 (¥61.4 billion from ¥54 billion), but only 0.8 percent over the full fiscal year (¥248.6 billion in FY 2011, ¥246.6 billion in FY 2010).

Looking forward to 2012, the cameramaker expects net income to increase to ¥250 billion, which would mark the second straight year of less than one percent growth. This forecast is lower than what many analysts expected, though Canon based its projections on assumptions that the yen will continue to rise against both the dollar and the euro, making Japanese exports more expensive in Western markets. It was against this backdrop of disappointment that company president and COO Tsuneji Uchida announced his resignation today, effective March 29th. The 70-year-old Uchida will be replaced by 76-year-old chairman Fujio Mitarai, with Uchida slipping into an advisory role. Coming off a year that saw a devastating tsunami in Japan and supply chain disruptions in flood-ravaged Thailand, Canon underscored its cautious outlook for 2012, in a statement: "The future remains increasingly uncertain amid growing concern over a global economic slowdown." Qualcomm's MSM8960 Snapdragon S4 benchmarks pop up online
We put Qualcomm's S4 development platform through its paces (twice, no less) at CES, but shorn of the glitz of Las Vegas, does it have the oomph to wow us? Someone at the company loosed Nenamark 2 on the slate, producing a score of 54.90. Given the fact that its producing graphics for a 1024 x 600 screen, we're excited to see it comfortably edge the Galaxy S II Skyrocket (54.1) and Galaxy Note (32.8) -- with our mouths watering at the thought of what this 28nm CPU can do in a smartphone. We've included the benchmark in full after the break, if you're ready for such exciting revelations.

(AP Photo/Jon Super)

(AP) ? Defying his aching left knee and advancing age, Evgeni Plushenko had a career-best performance Saturday to win his seventh European figure skating title.

Throwing in an unexpected quadruple jump to a compelling routine to "Tango de Roxanne" from the Moulin Rouge soundtrack, the 2006 Olympic champion scored a personal-best 176.52 points in the free skate to total 261.23 ? his highest overall mark.

"I'm called the king by many people and I try to live up to that name. I want to remain the king for a long time to come," the 29-year-old Plushenko said.

If Plushenko is the king, then Carolina Kostner is surely the queen of European skating.

On a day to remember for a relative veteran of the women's competition, the 24-year-old Italian captured a fourth continental title in a six-year span by executing a flawless, if limited, free skate to build on her lead from the short program. Topping both segments, the elegant Kostner finished with 183.55 points, more than 16 clear of second-place Kiira Korpi of Finland.

With 18-year-old Artur Gachinski finishing second in the men's competition, Russia left the meet with seven medals out of a possible 12 ? two years before the country hosts the 2014 Olympics in Sochi.

The spectators at Motorpoint Arena were already on their feet when Plushenko ? dressed in a glitter-lined black outfit ? finished his breathtaking routine in a blaze of glory, repeatedly pumping his fists in the direction of the judges.

Even with Gachinski, who led Plushenko by 0.09 points after the short dance, and three other rivals to come, the greatest male skater of his generation knew the gold was again his ? 12 years after winning his first continental title.

"I did a little bit of history in figure skating today," an overjoyed Plushenko said.

Gachinski couldn't match his mentor, idol and training partner.

The bronze medalist from last year's worlds scored 161.47 points in his free skate to total 246.27, a personal best too.

Defending champion Florent Amodio of France rallied from fifth place to take the bronze with an overall score of 234.18, ahead of Michal Brezina of the Czech Republic (229.30).

Plushenko hopped onto the podium to collect the 18th major medal of an illustrious career that he is set to stretch, amazingly, to Sochi. He started off in seniors in 1997.

"I felt like I did eight years ago out there," said Plushenko, the only living male skater with 3 Olympic medals to his name. In addition to his gold from Turin, Plushenko has silvers from Salt Lake City and Vancouver.

Plushenko has a history of back and knee problems: He is going to Germany in two weeks for surgery on his left knee, a procedure that will keep him out of the world championships. He said he didn't do a quad during his play-it-safe short program on Thursday because it would have taken three or four minutes for his body to recover.

Lo and behold, Plushenko opened the free skate with a quad toe loop ? which earned the maestro 11.59 points ? that set the tone for the rest of his joyous, near-flawless routine that had the crowd tranfixed.

The veteran skater denied he had played mind games with his rivals, insisting instead that his medical team had performed miracles.

"Today, the problems with my meniscus were overcome," he said. "Today, I skated at full capacity."

His intimidating score, which was nearly three points better than his previous best of 258.33 he achieved in winning Olympic gold in Turin, left him way clear of the field.

Gachinski, Javier Fernandez of Spain and Amodio were still to come but following Plushenko was virtually impossible.

Needing the skate of his young life, Gachinski opened up stylishly with a quad toe-double toe-double loop and another quad toe, but was marked down on his latter jumps.

"I am still happy," Gachinski said. "This is my second Europeans and I got a second."

Tomas Verner of the Czech Republic was third after the short program but flopped in the free, slumping to fifth and allowing Amodio to climb onto the podium despite the Frenchman not managing a quad.

"It was a difficult experience but I'm proud," Amodio said. "I started to feel like the real Florent Amodio again."

Consistency was the key to Kostner's victory.

After seeing Korpi ? her closest challenger after the short program ? botch her opening two jumps, wobbling at the end of a triple to-triple toe and placing her hand on the ice after a triple salchow, Kostner knew a safe routine would ease her to gold.

Nailing her jumps, she scored 120.33 points, comfortably the best of the night.

"I think I have done better programs this year but I'm happy how I dealt with the pressure I put on myself," Kostner said.

Korpi captured the silver with 166.94 points despite coming fourth in the free skate, to better her two bronzes from 2007 and '11. Elene Gedevanishvili took the bronze, 1.01 points further back, to bump the Russians off the podium for the first time this competition.

Kostner turns 25 next week, but don't expect her to last as long as Plushenko.

"I admire his courage and consistency so much, especially because I'm sure that coming back from time away from skating isn't easy," Kostner said. "This is already my 10th Europeans. I don't know if I'm going to skate that much longer."

Obama to senators: Change the way you do business (AP)

WASHINGTON ? President Barack Obama is pressing his case for changes in how the Senate does business, hoping to ease the partisan gridlock, and he wants to bar lawmakers from profiting from their service.

In his radio and Internet address Saturday, Obama said many people he met during his five-state tour after his State of the Union address were optimistic but remained unsure "that the right thing will get done in Washington this year, or next year, or the year after that."

"And frankly, when you look at some of the things that go on in this town, who could blame them for being a little cynical?" Obama said.

The president reiterated his calls for government reform made in Tuesday's address, saying he wants the Senate to pass a rule that requires a yes-or-no vote for judicial and public service nominations after 90 days. Many of the nominees, he said, carry bipartisan support but get held up in Congress for political reasons.

Obama noted that "a senator from Utah" said he would hold up nominations because he opposed the recess appointment of the head of the new consumer protection agency and three members of the National Labor Relations Board. Obama put the officials in their post during the Senate's holiday break; many Republicans have called that move unconstitutional. Obama said the American people deserve "better than gridlock and games."

"One senator gumming up the works for the whole country is certainly not what our founding fathers envisioned," the president said.

Obama was referring to Utah GOP. Sen Mike Lee who asserted on Thursday that Obama's "blatant and egregious disregard both for proper constitutional procedures and the Senate's unquestioned role in such appointments, I find myself duty-bound to resist the consideration and approval of additional nominations until the president takes steps to remedy the situation."

On Saturday, Lee issued a statement standing by his decision.

"Sadly, the president has sought to make this a partisan issue; but the Constitution is not partisan," he said. "The Constitution does not allow any president, Republican or Democrat, to circumvent the Senate in making appointments, and I will resist, just as vigorously, members of my own party who would attempt to do the same thing."

In his address, Obama said he also wants Congress to pass legislation to ban insider trading by lawmakers and prohibit lawmakers from owning securities in companies that have business before their committees.

In addition, the president is seeking to prohibit people who "bundle" campaign contributions from other donors for members of Congress from lobbying Congress. Obama urged the public to contact their member of Congress and tell them "that it's time to end the gridlock and start tackling the issues that really matter."

Sen. Marco Rubio, R-Fla., delivering the GOP address, said Obama's address to Congress lacked much discussion of the president's achievements "because there isn't much."

"This president didn't talk about his record for one simple reason," Rubio said. "He doesn't want you to know about it. But you do know about it, because you feel the failure of his leadership every single day of your life."

Rubio accused the president of driving up the national debt, failing to reduce high unemployment across the country and offering divisive economic policies.

The Florida senator said there is a growing gap between the rich and the poor but the best way to solve the problem is by embracing the American free enterprise system. Rubio said he hopes 2012 "will be the beginning of our work toward a new and prosperous American century."

(AP) ? Euphoric seas of supporters waved opposition party flags and offered yellow garlands. They lined crumbling roads for miles and climbed atop trees, cars and roofs as Aung San Suu Kyi spoke at impromptu rallies. Some cried as her convoy passed.

Cheered by tens of thousands, the 66-year-old opposition leader electrified Myanmar's repressive political landscape everywhere she traveled Sunday on her first political tour of the countryside since her party registered to run in a historic ballot that could see her elected to parliament for the first time.

"We will bring democracy to the country," Suu Kyi said to roaring applause as her voice boomed through loudspeakers from the balcony of a National League for Democracy office in the southern coastal district of Dawei. "We will bring rule of law ... and we will see to it that repressive laws are repealed."

As huge crowds screamed "Long Live Daw Aung San Suu Kyi!" and others held banners saying "You Are Our Heart," she said: "We can overcome any obstacle with unity and perseverance, however difficult it may be."

Suu Kyi's campaign and by-elections due April 1 are being watched closely by the international community, which sees the vote as a crucial test of whether the military-backed government is really committed to reform.

The mere fact that Suu Kyi was able to speak openly in public in Dawei ? and her supporters were able to greet her en masse without fear of reprisal ? was proof of dramatic progress itself. Such scenes would have been unthinkable just a year ago, when the long-ruling junta was still in power and demonstrations were all but banned.

Suu Kyi's visit was equivalent to waking a sleeping dragon, said environmental activist Aung Zaw Hein.

"People had been afraid to discuss politics for so long," he said. "Now that she's visiting, the political spirit of people has been awakened."

Looking into the giant crowds, Hein added: "I've never seen people's faces look like this before. For the first time, they have hope in their eyes."

Businesman Ko Ye said he was ecstatic that Suu Kyi came, and like most people here, he welcomed the recent dramatic changes that made her trip possible. "We are all hoping for democracy," the 49-year-old said, "but we're afraid these reforms can be reversed at anytime."

After nearly half a century of iron-fisted military rule, a nominally civilian government took office last March. The new government has surprised even some of its toughest critics by releasing hundreds of political prisoners, signing cease-fire deals with ethnic rebels, increasing media freedoms and easing censorship laws.

Suu Kyi's party boycotted the 2010 election as neither free nor fair. It sought to have its legal status restored after the government amended electoral laws. Her party has been cleared to offer candidates in the April vote, and an Election Commission ruling on Suu Kyi's candidacy is expected in February.

Some critics are concerned the government is using its opening with Suu Kyi to show it's committed to reform. The government needs her support to get years of harsh Western sanctions lifted.

On Sunday, Suu Kyi said the opposition had struggled for democracy for decades, but the best way to do that now was to fight "from within parliament." But she also expressed caution over the challenges ahead. "It's easy to make problems, but it's not easy to implement them," she said. "We have a lot to do."

An NLD victory would be highly symbolic, but her party would have limited power since the legislature is overwhelmingly dominated by the military and the ruling pro-military party. Up for grabs are 48 seats vacated by lawmakers who were appointed to the Cabinet and other posts.

Suu Kyi has spent 15 of the past 23 years under house arrest, and as a result, has rarely traveled outside Yangon. Although she conducted one successful day of rallies north of Yangon last year, a previous political tour to greet supporters in 2003 sparked a bloody ambush of her convoy that saw her forcibly confined at her lakeside home.

She was finally released from house arrest in late 2010, just days after the elections that installed the current government and led to the junta's official disbandment.

Suu Kyi met with party members in Dawei, including one running for a parliament seat. She will make similar political trips to other areas, including the country's second-largest city, Mandalay, in early February before officially campaigning for her own seat, party spokesman Nyan Win said.

Suu Kyi is hoping to represent the constituency of Kawhmu, a poor district just south of Yangon where some villagers' homes were destroyed by Cyclone Nargis in 2008.

Lay Lay Myint, a 35-year-old grocery store manager, said Suu Kyi's platform in parliament would allow her to "let the world know what is happening" in Myanmar.

"People have been living in fear here," Myint said. "Just seeing her hear makes us braver, more courageous."

Slovenia parliament confirms Jansa as prime minister (Reuters)

LJUBLJANA (Reuters) ? The Slovenian parliament confirmed conservative Janez Jansa as prime minister on Saturday, almost two months after an inconclusive December 4 election, parliamentary speaker Gregor Virant said.

Jansa has 15 days to put forward a cabinet charged with driving economic growth and introducing reforms to stop the country's credit rating from being cut - but he has a corruption trial hanging over him, which could derail his premiership if he were found guilty.

The cabinet must be confirmed by parliament, in which Jansa's five-party coalition has a solid majority.

Jansa, also prime minister from 2004 to 2008, has promised to cut taxes, red tape and the budget deficit, ease the credit crunch and raise the retirement age in the euro zone member.

"The first steps of this government will be stabilisation of public finances ... decrees to give impetus to economic growth and enable formation of new jobs," Jansa told reporters after the vote, saying he hoped the new government would be voted in by February 10.

President Danilo Turk said earlier this week that Jansa lacked legitimacy for the post because of a trial, which began in September, in which he and four co-defendants are charged with bribery over a 2006 deal for Finnish armoured vehicles worth 278 million euros ($365 million). Jansa denied all charges.

Earlier this month parliament rejected Turk's candidate as prime minister, centre-left Zoran Jankovic. Jankovic's Positive Slovenia party won most votes at the election but was unable to form a coalition that would have a majority in parliament.

Jansa's centre-right Slovenian Democratic Party (SDS) signed a coalition pact this week with the centre-right People's Party and New Slovenia, the centrist Civic List of Gregor Virant and the pensioners' party Desus. The five parties hold 50 out of 90 seats in parliament.

On Friday credit rating agency Fitch cut Slovenia's sovereign debt rating by two notches to A because of a deterioration in the economic outlook.

All major credit agencies have cut Slovenia's rating since September because of the political crisis, lack of reforms and the deepening euro zone debt crisis, and put it on negative watch. Slovenia is rated A+ by Standard&Poor's and A1 by Moody's.

The political crisis started in September when parliament ousted the centre-left government of Prime Minister Borut Pahor amid internal coalition squabbles and an inability to implement reforms that would speed economic growth.

"The new government will have a hard time because of the need for big budget savings ... and because it is made of five parties which are very different," Meta Roglic, an analyst at the daily Dnevnik, told Reuters.

"Even so it might succeed in staying in power for the full four-year mandate, particularly since it can expect that the opposition will support some of the main economic reforms," she added.

Slovenia's budget deficit soared to some 5.5 percent of GDP in 2011 from a balanced budget in 2007 because of lower tax income and high government spending.

On Thursday, the government's macroeconomic institute said Slovenia's economic growth would slow to 0.2 percent this year from 0.5 percent in 2011 because of lower export demand and low domestic spending.

Slovenia was the fastest-growing euro zone member in 2007 but its export-oriented economy was badly hit by the global crisis and shrank by 8 percent in 2009. Recent data showed another recession was possible as the economy shrank by 0.5 percent in the third quarter of 2011.

US Embassy: US citizen kidnapped in Nigeria freed (AP)

LAGOS, Nigeria ? A U.S. citizen kidnapped by gunmen in Nigeria's oil-rich southern delta has been freed after a week in captivity, the U.S. Embassy said Friday.

U.S. Embassy spokeswoman Deb MacLean told The Associated Press that the man had been released after being kidnapped in Warri in Delta state on Jan. 20. MacLean declined to offer any other details, citing privacy rules. Delta state police spokesman Charles Muka said he had not been informed about the man's release, as his company refused to cooperate with local authorities.

The freed hostage was identified as William Gregory Ock, 50, of Bowdon, Ga., by his sister, Dee Dee Patterson.

Patterson told the AP on Friday that the family had no details of his release.

"The only thing we know is that he is safe and he is in a secure location," Patterson said by telephone.

She had no information on when Ock would return home to Georgia.

It was not immediately clear whether a ransom had been paid to secure his release, though many companies working in the region carry kidnap insurance and simply pay a negotiated price to see their employees freed. Kidnappers had made contact with authorities previously and demanded a $333,000 ransom.

The attack Jan. 20 occurred outside a bank branch in Warri, one of the main cities in nation's Niger Delta, a region of mangroves and swamps where foreign oil companies pump 2.4 million barrels of crude oil a day. The gunmen attacked Ock as he came outside, shooting his police escort to death before abducting him, Muka said.

Investigators believe the gunmen trailed him for some time before the attack, Muka said.

Foreign firms have pumped oil out of the delta for more than 50 years. Despite the billions flowing into Nigeria's government, many in the delta remain desperately poor, living in polluted waters without access to proper medical care, education or work.

In 2006, militants started a wave of attacks targeting foreign oil companies, including bombing their pipelines, kidnapping their workers and fighting with security forces. That violence waned in 2009 with a government-sponsored amnesty program promising ex-fighters monthly payments and job training. However, few in the delta have seen the promised benefits and criminal gangs still roam the region, increasingly targeting middle-class Nigerians.

In 2011, there were five reported kidnappings of U.S. citizens in Nigeria, according to a recent U.S. State Department travel warning about the country. The most recent occurred in November when two U.S. citizens and a Mexican were kidnapped from a Chevron Corp. offshore oil field and held for about two weeks, the State Department said.

A German working in the city of Kano in north Nigeria was abducted Thursday by unknown gunmen, authorities have said.

Lazio defender Dias banned for 3 Cup matches

Associated Press Sports

updated 10:45 a.m. ET Jan. 27, 2012

MILAN (AP) -Lazio defender Andre Dias has been banned for three Italian Cup matches for taking a swipe at the head of AC Milan midfielder Mark van Bommel.

The referee missed the incident during the second half of Milan's 3-1 quarterfinal win on Thursday, even though Van Bommel ended up on the ground.

The league judge also banned Inter Milan coach Claudio Ranieri for one match for insulting the referee during a 2-0 loss to Napoli on Wednesday.

Since Lazio and Inter have already been eliminated, Dias and Ranieri will serve out their bans next season.

Milan faces Juventus in one semifinal, and Napoli meets Siena in the other.

France, Karzai want faster NATO Afghanistan exit (AP)

PARIS ? President Nicolas Sarkozy says France and Afghan President Hamid Karzai will ask NATO to hand over all combat missions in Afghanistan to Afghan troops in 2013 ? a year earlier than planned.

Sarkozy also says France has informed U.S. President Barack Obama of the proposal and will present it at a meeting of NATO defense ministers early next month.

The move, if confirmed, comes at a time of widespread fatigue among European contributors to the 10-year allied intervention in Afghanistan, and would accelerate a gradual drawdown of NATO troops that Obama planned to see through until the end of 2014.

"We have decided in a common accord with President Karzai to ask NATO to consider a total handling of NATO combat missions to the Afghan army over the course of 2013," Sarkozy said.

News of the French-Afghan proposal comes one week after Sarkozy abruptly suspended France's training missions and joint military patrols with Afghan forces following the shooting death of four unarmed French troops by an Afghan soldier on Jan. 20.

Sarkozy announced that the French will resume their training mission as of Saturday and withdraw its own troops by the end of 2013.

With Karzai at his side, Sarkozy also said authority in the strategic province of Kapisa east of Kabul, where nearly all French troops are deployed, will be handed over to the Afghans in March.

Why Florida's Latino Republicans tilt toward Mitt Romney

The question of who wins Florida's Republican Latino vote could determine who wins the Florida primary Tuesday. Polls show Mitt Romney in front, but Newt Gingrich is not out of it.?

Heading into Tuesday?s pivotal GOP primary in Florida, Mitt Romney clearly has stronger support than Newt Gingrich among the state?s influential Republican Latino community.

It was evident on Friday, when an energized Mr. Romney got a more enthusiastic reception than Mr. Gingrich at a conference near Miami of the Hispanic Leadership Network, an advocacy group founded by former Florida Gov. Jeb Bush (R).

A recent survey bears that out. Forty-nine percent of Latino likely voters in Florida?s Republican primary back Romney, with Gingrich coming in a distant second at 23 percent, according to a poll by Latino Decisions for ABC News and Univision. Eleven percent of the Republican primary electorate is Latino, and in a close race, could tip the scales.??

Romney is also supported by four of the state?s most prominent Latino politicians ? all of them Cuban-American, the largest subgroup of Florida?s 1.5 million Hispanics. Former Sen. Mel Martinez is honorary co-chair of Romney?s National Hispanic Steering Committee, and Rep. Ileana Ros-Lehtinen, Rep. Mario Diaz-Balart, and his brother, former Rep. Lincoln Diaz-Balart, are all committee co-chairs.

In addition, Romney announced Friday the endorsement of the Republican governor of Puerto Rico, Luis Fortu?o. Puerto Ricans represent the second largest segment of Florida Latinos.

So why more enthusiasm for Romney than Gingrich or the other Republican candidates still in the race? In a word, it?s Romney?s career in the private sector, which appeals to entrepreneurial-minded Hispanics.

?I was for Herman Cain, then when he dropped out, I switched to Mitt Romney,? says Frank Diaz of Miami, who owns a public relations and marketing firm with his wife. ?I am sympathetic to business owners.?

Mr. Diaz also sees Romney as more electable ? or as he puts it, having more appeal to ?mainstream voters? ? than Gingrich. His wife, Susy Alvarez-Diaz, also supports Romney, citing his articulation of issues in global terms.

In their remarks to the Hispanic Leadership Network, both Romney and Gingrich spoke of their support for a Cuba liberated from Communist rule, enhanced trade with Latin America, and support for immigration reform.

But on that last issue, it is Gingrich?s emphasis on finding what he calls a ?humane? way to deal with illegal immigration ? particularly law-abiding people who have been in the country a long time ? that leads some of Florida?s Latino Republicans to back the former House speaker.

Bettina Rodriguez Aguilera, economic developer for the city of Doral, is one such Gingrich supporter. ?There are plenty of people who are here illegally who have proven themselves,? Ms. Rodriguez Aguilera says. ?They pay their taxes, they?re making America stronger.?

Google Defends Privacy Policy as Congress Demands Answers

As members of Congress called for closer scrutiny of Google's new privacy policy, the search giant on Thursday afternoon defended the update in a blog post intended to provide "the real story."

Earlier this week, Google unveiled a new, unified privacy policy that consolidated the company's 70 or so privacy policies across its products down to one ? which will pull data from users logged in to Google.

Privacy hawks in Congress, however, were concerned with some of the details. Alma Whitten, Google's director of privacy, policy and engineering, for example, mentioned that Google could "provide reminders that you're going to be late for a meeting based on your location, your calendar and an understanding of what the traffic is like that day."

The prompted concern Rep. Ed Markey (D-Mass.) and Sen. Richard Blumenthal (D-Conn), who were worried about users' control over their information.

Today, Markey teamed up with several House colleagues to pen a letter to Google chief Larry Page asking for more information about how Google will collect data under this new policy, which goes into effect March 1.

Markey also said he will ask the Federal Trade Commission whether the changes violate Google's recent settlement with the agency, which bans Google from future privacy misrepresentations.

The uproar over the changes prompted Google to respond to the "misconceptions" about its policy.

"You still have choice and control," Betsy Masiello, Google policy manager, wrote in the blog post. "You don't need to log in to use many of our services, including Search, Maps and YouTube. If you are logged in, you can still edit or turn off your Search history, switch Gmail chat to 'off the record,' control the way Google tailors ads to your interests, use Incognito mode on Chrome, or use any of the other privacy tools we offer."

Maseillo also denied that Google will be collecting any more data about you than it did in the past. "Our new policy simply makes it clear that we use data to refine and improve your experience on Google ? whichever products or services you use. This is something we have already been doing for a long time," she said.

Ultimately Google is "making things simpler and we're trying to be upfront about it. Period," Masiello concluded.

Muslims urge resignation of NY police chief over video (Reuters)

NEW YORK (Reuters) ? U.S. Muslim civil rights groups demanded the resignation of New York Police Commissioner Ray Kelly on Wednesday amid a controversy over the repeated screening of an offensive video.

Kelly said he regretted cooperating with the makers of "The Third Jihad: Radical Islam's Vision for America," which shows footage of suicide attacks and says "the true agenda of much of Muslim leadership here in America" is to "infiltrate and dominate America."

Kelly came under fire following reports that the video had been screened many more times than previously acknowledged. When the video first came to light a year ago, police said it had been screened only a few times.

In fact, it was shown to more than 1,400 officers over a period of months, the New York Times reported on Tuesday based on documents obtained in a Freedom of Information Act request.

The Council on American-Islamic Relations (CAIR), a prominent Muslim civil liberties organization, said Kelly had disqualified himself to head the country's largest and most prominent police force.

"As leaders of the nation's largest police department, Commissioner Kelly and Deputy Commissioner (Paul) Browne's actions set a tone for relations with law enforcement that impact American Muslims nationwide," CAIR National Executive Director Nihad Awad said in a statement. "It's time for change."

CAIR and other civil liberties groups set a news conference for Thursday at New York City Hall.

The controversy comes as Kelly, who is closely aligned with Mayor Michael Bloomberg, was restoring the police department's strained relations with the Muslim minority.

"Somebody exercised some terrible judgment," Bloomberg told reporters on Tuesday, referring to the film. "As soon as they found out about it, they stopped it."

STRAINED RELATIONS

"The Third Jihad" ran on continuous loop on a TV in a Brooklyn police location that officers used to fill in paperwork during down time, Kelly's spokesman and deputy, Paul Browne, said. He said the film was not used in training sessions and was never shown at the Police Academy.

In addition, police now admit a spokesman helped arrange an interview the filmmakers did with Kelly that appeared in the film. Previously, police had said Kelly was not involved in the making of the film and that the interview was taken from an archive.

Browne said on Wednesday the commissioner finds the finished product "objectionable" and regrets taking part.

The filmmakers did not immediately respond to a request for comment.

Kelly has navigated difficult times with Muslims, having come into office shortly after the September 11 attacks of 2001, which led to an unprecedented security crackdown that drew the ire of civil libertarians.

Kelly and Bloomberg have since won praise for prosecuting hate crimes against Muslims and defending the right to build a mosque near the site of the September 11 attacks. But there have been periods of tension, more recently over the department's role in secret operations at New York area mosques.

Cat escapes pet carrier, causes four-hour delay

By KPRC staff

An Air Canada flight's takeoff was delayed by four hours Wednesday when a cat escaped from its carrier and hid in the cockpit wiring, airline officials said.

The plane was about to taxi for takeoff at 5:30 a.m. from Halifax, Nova Scotia, bound for Toronto, when a cat named Ripples escaped, the Canadian Broadcasting Corp. reported. The cat's carrier was stowed under his owner's seat.

Crew members spent hours searching for the 10-year-old tabby after hearing its frightened meowing.

Airport spokesman Peter Spurway said Ripples was later spotted in the cockpit, cowering in a dense bundle of wires.

It was freed only after ground control removed several electrical panels from the cockpit.

"Some people tried to catch him in first class, but he took off into the cockpit and nestled down," said Debbie Harris, the owner of the 10-year-old feline.

Harris told CTV that Ripples escaped from the back of the carrier after security guards failed to properly re-latch it.

"This is his first trip and his last ... he's not flying anymore," she said.

The airline rebooked some passengers, many of whom were visibly frustrated by the delay. According to Air Canada, pets are allowed in the cabin if they weigh less than 22 pounds and are small enough to fit in a carrier under the seat.?

ZTE Optik dual-core tablet eyed up by Sprint, $100 on contract

ZTE Optik dual-core tablet eyed up by Sprint, $100 on contract

Underwhelmed by the ZTE tablet spotted yesterday? Perhaps the promise of a Honeycomb-decked seven-incher from Sprint will win your tablet hungry dollars. Advertising materials leaked over at Android Police, revealing that the previously unseen slab will arrive next month both on contract ($100) and off ($349). The 1.2GHz dual-core Optik wields a 5 megapixel camera on the back, paired with a front-facing 2 megapixel shooter, while there's a respectable chunk of storage (16GB), expandable by micro-SD. Although there may be more eye-opening propositions when it comes Android tabs, those on the hunt for one that won't claim a heavy chunk of your paycheck and still pack some respectable technical specs may have found an interesting new contender.

Quantum dots could increase fiber optic bandwidth up to 10 times (video)

Quantum dots could increase fiber optic bandwidth up to 10 times (video)

Nothing screams World of Tomorrow quite like quantum dots. Alongside the possibility of paint-on solar cells, the technology could also multiply optic fiber bandwidth by up to ten times. The Photonic Network Research Institute at NICT has been able to crank up the capacity of the data transmission system by combining a light source and photonic crystal fiber. The quantum dots act as the light source, and via the NICT's new "sandwiched sub-nano separator structure" [above], they can be tweaked to work at 70THz -- far in excess of the 10THz frequencies typically used. Aside from optical communications, the potency of these high frequencies allow it to pass beyond skin, opening up the use of quantum dots to medical scanning and high resolution cell imaging. Is there anything these dots can't do? Catch a slightly more technical explanation in the video right after the break.

5 police shot dead in town outside Mexico City (AP)

VALLE DE BRAVO, Mexico ? Five police officers were fatally shot after they stopped a vehicle in a town outside Mexico City, authorities said Tuesday.

Mexico State prosecutor Alfredo Castillo Cervantes said the municipal officers from the town of Ixtapaluca had stopped the vehicle when a taxi and a van pulled up and a group of attackers opened fire with high-powered weapons.

A member of La Familia Michoacana drug cartel who police say was responsible for collecting extortion money from bars in the area was killed in the Monday attack. Another man was shot in the head and is at a hospital under police guard, Castillo said.

Investigators think the men may be the suspects originally stopped by the officers.

Police are still trying to determine why the officers stopped the vehicle and whether they were in a negotiation with the men in the car when they were attacked. Witnesses told investigators the officers talked for several minutes with the pair before the assailants arrived, Castillo said.

La Familia, based in Michoacan state, has been spreading to Mexico state and neighboring areas as they wage a turf battle with former allies.
