Study: Indoor Tanning Linked With Early Onset of Skin Cancer (Time.com)

Given that indoor tanning beds were officially classified as a human carcinogen in 2009 -- up there with cigarettes and asbestos -- it should be fairly obvious that frequent tanning-booth exposure would increase your risk of skin cancer.

Indeed, the evidence linking indoor tanning with melanoma, the deadliest form of skin cancer, and squamous cell carcinoma, one of the more common forms of the disease, is "convincing," according to the World Health Organization's International Agency for Research on Cancer. But the research concerning tanning beds and basal cell carcinoma, the third and most frequent major type of skin cancer -- which accounts for some 80% of all skin cancer cases in the U.S. -- has thus far been inconsistent. Basal cell carcinoma, a slow-growing cancer, has traditionally been a disease of middle age. But it's been appearing with increasing frequency in people under 40, especially in women -- a demographic that also happens to like indoor tanning -- suggesting a link. So researchers at the Yale School of Public Health sought to study the association.

The study included 376 people under 40, who had been diagnosed with basal cell carcinoma between 2006 and 2010. They were matched with a control group of 390 dermatology patients who were diagnosed with minor skin conditions like cysts and warts. All participants had skin biopsies, and all were drawn from a Yale University database.

The researchers interviewed each participant about their UV exposure -- both in tanning beds and outdoors. They also asked about their history of sunburns, sunscreen use, family history of melanoma and non-melanoma skin cancers, and their self-reported eye, skin and hair color.

The conclusion: people who had ever used a tanning booth were 69% more likely to develop early-onset basal cell carcinoma than never tanners. Those who used tanning booths more regularly -- for at least six years -- were more than twice a likely to develop basal cell carcinoma, compared with never tanners.

The study found that women were far more devoted than men to indoor tanning, which might help explain why 70% of all early onset basal cell carcinomas occur in females. The authors concluded that about 27% of cases of early onset disease -- including 43% of cases in women -- could be prevented if people simply stopped using tanning booths.

That's a tall order, considering that some 30 million Americans use indoor tanning beds each year. Policy changes, such as the recent California ban on teen tanning, may help, the authors suggest. So would behavioral interventions aimed at women -- at least one study in 2010 found that the best way to get young women to tan less was to warn them about the skin-wrinkling effects of tanning-bed exposure, not the risk of skin cancer.

"Importantly, indoor tanning is a behavior that individuals can change. In conjunction with the findings on melanoma, our results for [basal cell carcinoma] indicate that reducing indoor tanning could translate to a meaningful reduction in the incidence of these two types of skin cancer," said Leah M. Ferrucci, first author of the paper and a postdoctoral fellow at the Yale School of Public Health, in a statement.

Watson is the IBM computer built by David Ferrucci and his team of 25 research scientists tasked with designing an artificial-intelligence (AI) system that can rival human champions at the game of Jeopardy. After beating the greatest Jeopardy champions, Ken Jennings and Brad Rutter, in February 2011, the computer is now being employed in more practical tasks such as answering diagnostic medical questions.

I have a question: Does Watson know that it won Jeopardy? Did it think, ?Oh, yeah! I beat the great Ken Jen!?? In other words, did Watson feel flushed with pride after its victory? This has been my standard response when someone asks me about the great human-versus-machine Jeopardy shoot-out; people always respond in the negative, understanding that such self-awareness is not yet the province of computers. So I put the line of inquiry to none other than Ferrucci at a recent conference. His answer surprised me: ?Yes, Watson knows it won Jeopardy.? I was skeptical: How can that be, since such self-awareness is not yet possible in computers? ?Because I told it that it won,? he replied with a wry smile.

Of course. You could even program Watson to vocalize a Howard Dean?like victory scream, but that is still a far cry from its feeling triumphant. That level of self-awareness in computers, and the time when it might be achieved, was a common theme at the Singularity Summit held in New York City on the weekend of October 15?16, 2011. There hundreds of singularitarians gathered to be apprised of our progress toward the date of 2045, set by visionary computer scientist Ray Kurzweil as being when computer intelligence will exceed that of all humanity by one billion times, humans will realize immortality, and technological change will be so rapid and profound that we will witness an intellectual event horizon beyond which, like its astronomical black hole namesake, life is not the same.

I was at once both inspired and skeptical. When asked my position on immortality, for example, I replied, ?I?m for it!? But wishing for eternal life?and being offered unprovable ways of achieving it?has been a theme for billions of people throughout history. My baloney-detection alarm goes off whenever a soothsayer writes himself and his generation into the forecast, proclaiming that the Biggest Thing to Happen to Humanity Ever will occur in the prophet?s own lifetime. I abide by the Copernican principle that we are not special. For once, I would like to hear a futurist or religious diviner predict that ?it? is going to happen in, say, the year 2525 or 7510. But where?s the hope in that? Herein lies the appeal of Kurzweil and his band of singularity hopefuls. No matter how distressing it may be when the bad news daily assaults our senses, our eyes should be on the prize just over the horizon. Be patient.

Patience is what we are going to need because, in my opinion, we are centuries away from AI matching human intelligence. As California Institute of Technology neuroscientist Christof Koch noted in narrating the wiring diagram of the entire nervous system of Caenorhabditis elegans, we are clueless in understanding how this simple roundworm ?thinks,? much less in explicating (and reproducing in a computer) a human mind billions of times more complex. We don?t even know how our brain produces conscious thoughts or where the ?self? is located (if it can be found anywhere at all), much less how to program a machine to do the same. Pop rock duo Zager and Evans were probably closer in their 1969 hit song In the Year 2525?s prediction that the biggest milestones would happen between the years 2525 and 9595, their exordium and terminus.

An irony: amid all this highfalutin braggadocio of how close we are to computers taking over the world and emulating human thought, I had to give my talk on the ?social singularity? (progress in political, economic and social systems over the past 10,000 years) early because Rice University computer scientist James McLurkin could not get his small swarm of robots to work. Either someone?s wireless mic or the room?s wireless network was interfering with the tiny robots? communications system, and no one could figure out how to solve the problem. My prediction for the Singularity: we are 10 years away ... and always will be.

Portland, Maine, mayor undergoes cancer surgery (AP)

PORTLAND, Maine ? The mayor of Maine's largest city has undergone cancer treatment.

Portland officials say Mayor Michael Brennan had successful surgery last weekend to remove a tumor from his small intestine. The tumor was discovered when Brennan sought treatment for abdominal pain.

Brennan will get additional, non-invasive treatment for lesions found on his liver. He says neither chemotherapy nor radiation is needed.

Brennan was released from the hospital Thursday. He intends to return to City Hall next week on a limited basis.

He says his ordeal made him realize that it is important to ensure that all Maine residents have access to health care. He says nearly one in four does not have health insurance.

Brennan won the election last month. He is first popularly-elected mayor in nearly 90 years.

Three Nato service members have been killed by a roadside bomb in eastern Afghanistan, the alliance said.

The Taliban claimed responsibility for the attack, saying the target was a US military convoy.

Nato said the deaths occurred on Tuesday, but provided no further details about the incident or the nationalities of the troops.

The Taliban said the attack took place in Paktiya province, about 60 miles south of the capital, Kabul.

The latest deaths bring December's toll of foreign troops killed in Afghanistan to 23, with a total of 539 deaths so far this year.

The yearly tally is considerably lower than for 2010, when more than 700 troops died, but the number of wounded has remained high, dipping only slightly from last year's total of more than 5,000 service members.

Also on Tuesday, a community council leader in the Musa Qala district of Helmand province was shot dead by insurgents along with his 20-year-old son and two-year-old grandson, the governor's office said.

A statement from the office said the attack happened late in the evening, as council leader Adbdul Baqi was heading home from his office.

US warns Iran against closing key oil passage (AP)

TEHRAN, Iran ? The U.S. strongly warned Iran on Wednesday against closing a vital Persian Gulf waterway that carries one-sixth of the world's oil supply, after Iran threatened to choke off traffic through the Strait of Hormuz if Washington imposes sanctions targeting the country's crude exports.

The increasingly heated exchange raises new tensions in a standoff that has the potential to spark military reprisals and spike oil prices to levels that could batter an already fragile global economy.

Iran's navy chief said Wednesday that it would be "very easy" for his country's forces to close the strategic Strait of Hormuz, the passage at the mouth of the Persian Gulf through which about 15 million barrels of oil pass daily. It was the second such warning by Iran in two days, reflecting Tehran's concern that the West is about to impose new sanctions that could hit the country's biggest source of revenue, oil.

"Iran has comprehensive control over the strategic waterway," Adm. Habibollah Sayyari told state-run Press TV, as the country was in the midst of a 10-day military drill near the strategic waterway.

The comments drew a quick response from the U.S.

"This is not just an important issue for security and stability in the region, but is an economic lifeline for countries in the Gulf, to include Iran," Pentagon press secretary George Little said. "Interference with the transit or passage of vessels through the Strait of Hormuz will not be tolerated."

Separately, Bahrain-based U.S. Navy 5th Fleet spokeswoman Lt. Rebecca Rebarich said the Navy is "always ready to counter malevolent actions to ensure freedom of navigation."

Rebarich declined to say whether the U.S. force had adjusted its presence or readiness in the Gulf in response to Iran's comments, but said the Navy "maintains a robust presence in the region to deter or counter destabilizing activities, while safeguarding the region's vital links to the international community."

Iran's threat to seal off the Gulf, surrounded by oil-rich Gulf states, reflect its concerns over the prospect that the Obama administration will impose sanctions over its nuclear program that would severely hit its biggest revenue source. Iran is the world's fourth-largest oil producer, pumping about 4 million barrels a day.

Gulf Arab nations appeared ready to at least ease market tensions. A senior Saudi Arabian oil official told The Associated Press that Gulf Arab nations are ready to step in to offset any potential loss of exports from Iran. The official spoke on condition of anonymity because he was not authorized to comment on the issue.

Saudi Arabia, which has been producing about 10 million barrels per day, has an overall production capacity of over 12 million barrels per day and is widely seen as the only OPEC member with sufficient spare capacity to offset major shortages.

What remains unclear is what routes the Gulf nations could take to move the oil to markets if Iran goes through with its threat.

About 15 million barrels per day pass through the Hormuz Strait, according to the U.S. Energy Information Administration.

There are some pipelines that could be tapped, but Gulf oil leaders, who met in Cairo on Dec. 24, declined to say whether they had discussed alternate routes or what they may be.

The Saudi official's comment, however, appeared to allay some concerns. The U.S. benchmark crude futures contract fell $1.98 by the close of trading Wednesday on the New York Mercantile Exchange, but still hovered just below $100 per barrel.

U.S. State Department spokesman Mark Toner played down the Iranian threats as "rhetoric," saying, "we've seen these kinds of comments before."

While the Obama administration has warned Iran that it would not tolerate attempts to disrupt traffic through the Strait of Hormuz, U.S. officials do not see any indication that the situation will come to that. Nor do they believe that Iran, which is already under increasing pressure from sanctions, would risk disrupting the Strait because doing so would further damage Iran's own economy.

Instead, the administration believes Iran is playing the only card it has left: issuing threats and attempting to shift focus away from its own behavior.

U.S. officials have not said whether there is a concrete response plan in place should Iran seek to block the Strait. But the administration has long said it is comfortable with the U.S. Naval presence in the region, indicating that the U.S. could respond rapidly if needed.

The White House has been largely silent on Iran's threat, underscoring the administration's belief that responding at the White House level would only encourage Iran.

While many analysts believe that Iran's warnings are little more than posturing, they still highlight both the delicate nature of the oil market, which moves as much on rhetoric as supply and demand fundamentals.

Iran relies on crude sales for about 80 percent of its public revenues, and sanctions or even a pre-emptive measure by Tehran to withhold its crude from the market would already batter its flailing economy.

IHS Global Insight analyst Richard Cochrane said in a report Wednesday that markets are "jittery over the possibility" of Iran's blockading the strait. But "such action would also damage Iran's economy, and risk retaliation from the U.S. and allies that could further escalate instability in the region."

"Accordingly, it is not likely to be a decision that the Iranian leadership will take lightly," he said.

Earlier sanctions targeting the oil and financial sector added new pressures to the country's already struggling economy. Government cuts in subsidies on key goods like food and energy have angered Iranians, stoking inflation while the country's currency steadily depreciates.

The impetus behind the subsidies cut plan, pushed through parliament by Iranian President Mahmoud Ahmadinejad, was to reduce budget costs and would pass money directly to the poor. But critics have pointed to it as another in a series of bad policy moves by the hardline president.

So far, Western nations have been unable to agree on sanctions targeting oil exports, even as they argue that Iran is trying to develop a nuclear weapon. Tehran maintains its nuclear program ? already the subject of several rounds of sanctions ? is purely peaceful.

The U.S. Congress has passed a bill that penalizes foreign firms that do business with the Iran Central Bank, a move that would heavily hurt Iran's ability to export crude. European and Asian nations use the bank for transactions to import Iranian oil.

President Barack Obama has said he will sign the bill despite his misgivings. China and Russia have opposed such measures.

Sanctions specifically targeting Iran's oil exports would likely temporarily spike oil prices to levels that could weigh heavily on the world economy.

Closing the Strait of Hormuz would hit even harder. Energy consultant and trader The Schork Group estimated crude would jump to above $140 per barrel. Conservatives in Iran claim global oil prices will jump to $250 a barrel should the waterway be closed.

By closing the strait, Iran may aim to send the message that its pain from sanctions will also be felt by others. But it has equally compelling reasons not to try.

The move would put the country's hardline regime straight in the cross-hairs of the world, including nations that have so far been relative allies. Much of Iran's crude goes to Europe and to Asia.

"Shutting down the strait ... is the last bullet that Iran has and therefore we have to express some doubt that they would do this and at the same time lose their support from China and Russia," said analyst Olivier Jakob of Petromatrix in Switzerland.

Iran has adopted an aggressive military posture in recent months in response to increasing threats from the U.S. and Israel of possible military action to stop Iran's nuclear program.

The Iranian navy's exercises, which began on Saturday, involve submarines, missile drills, torpedoes and drones. A senior Iranian commander said Wednesday that the country's navy is also planning to test advanced missiles and "smart" torpedoes during the maneuvers.

The war games cover a 1,250-mile (2,000-kilometer) stretch off the Strait of Hormuz, northern parts of the Indian Ocean and into the Gulf of Aden near the entrance to the Red Sea and could bring Iranian ships into proximity with U.S. Navy vessels in the area.

The moderate news website, irdiplomacy.ir, says the show of strength is intended to send a message to the West that Iran is capable of sealing off the waterway.

"The war games ... are a warning to the West that should oil and central bank sanctions be stepped up, (Iran) is able to cut the lifeblood of the West and Arabs," it said, adding that the West "should regard the maneuvers as a direct message."

For shift workers, odd hours usually mean strange sleeping habits and unhealthy meals. And now an editorial in the journal Public Library of Science Medicine takes the position that unhealthy eating associated with unusual working hours could be considered a new form of occupational hazard. More than 15 percent of workers in the United States are employed in shifts, with workers taking over for each other so that the establishment can stay open for up to 24 hours a day. Because some shifts take place at night, employees have their circadian rhythms disrupted, and thus their metabolisms.

Taking round the clock shifts also makes eating a good diet and getting sufficient exercise difficult. A recent study in the same journal found an increase in diabetes risk among nurses who performed shift work. The editorial suggests not only employee incentives, but also legislation to make healthful diets easy and cheap. It concludes that treating poor eating among shift workers as an occupational hazard is consistent with the history of workplace safety rights.

According to GadgetTrak, the CPUsage platform behind CameraTrace is able to thoroughly asses where your device has gone via uploaded images. It?s also allegedly able to identify more than 300 different ?high-end camera models? from various brand names.

Serious photographers will get an added benefit from using CameraTrace. The site also protects your copyrighted photos via its image monitoring service, which scans social sites to see if anyone out there is using your work without permissions?and pointing you in their direction.

Compared to how much photographers are willing to shell out on their gear, $10 is chump change. And given the popularity of the photo-sharing sites, this could be a very effective form of insurance.?

Arab monitors head to Syria, government kills 20

(AP) ? The Arab League forged ahead with plans to send teams of monitors into Syria Monday even though President Bashar Assad's regime has only intensified its crackdown in the week since agreeing to halt bloodshed, killing several hundred civilians according to activists.

At least 20 more deaths were reported on Monday from intense shelling by government forces in the center of the country, just hours before the monitoring teams were to arrive. Activists said at least 275 civilians have been killed by government forces in the past week and another 150 people died in clashes between army defectors and regime troops ? most of them defectors.

The stepped up crackdown, including what activists said was a "massacre" in one town where 110 people were mowed down in several hours last week, brought a new round of international condemnation of Syria. Neighboring Turkey said the violence flew in the face of the Arab League deal that Syria signed and raises doubts about the regime's true intentions.

The Arab League plan agreed to by Assad requires the government to remove its security forces and heavy weapons from city streets, start talks with opposition leaders and allow human rights workers and journalists into the country. The monitors are supposed to ensure compliance, but so far there is no sign that Assad is implementing any of the terms, much less letting up on the brutal crackdown.

Members of the opposition say the regime's agreement to the Arab League plan is a farce.

"I very much doubt the Syrian regime will allow the observers to do their work," said prominent opposition figure Waleed al-Bunni from Cairo. "I expect them to try and hinder their movements by claiming that some areas are not safe, intimidating them or sending them to places other than the ones they should go to."

Syria's top opposition leader, doubtful that the Arab League alone can budge Assad, called Sunday for the League to bring the U.N. Security Council into the effort. The U.N. says more than 5,000 people have been killed since March in the political violence.

The opposition has warned that the government, which has been besieging the Baba Amr district in the city of Homs for days, was preparing a massive assault on the area. Activists said the forces shelled the area with mortars and sprayed heavy machine gun fire in the most intense assault since the siege began Friday.

The Baba Amr district has been a center for anti-government protests and army defections and has seen repeated crackdowns by the Syrian regime in recent months. The Syrian conflict is becoming increasingly militarized with growing clashes between army defectors and troops.

Rami Abdul-Rahman, who heads the British-based Syrian Observatory for Human Rights, described the attacks in Homs as a kind of "hysteria" as government forces desperately try to get the situation there under control ahead of the monitors' arrival.

"The observers are sitting in their hotel in Damascus while people are dying in Homs," he said.

The Observatory called on the monitors "to head immediately to Baba Amr to be witnesses to the crimes against humanity that are being perpetrated by the Syrian regime."

France expressed strong concerns about the continued deterioration of the situation in Homs and urged Syria's government to allow Arab League observers immediate access. French Foreign Ministry spokesman Bernard Valero said Syrian authorities should allow the observers access to the city "starting this afternoon."

Although Syria showed no sign of altering its course, the Arab League said it was going ahead and officials declined to comment on the continued crackdown. Arab League chief Nabil Elaraby said 70 Arab monitors will arrive in the evening to join an advance team. Elaraby told reporters after meeting with the observers in Cairo that the mission will begin its work Tuesday. Up to 500 monitors are to be eventually deployed.

Anwar Malek, a member of the monitoring mission, insisted they will have absolute freedom of movement in Syria, adding that the team will travel to flashpoint cities including Homs, Aleppo, Daraa, Idlib and Hama. He and other observers refused to disclose the exact travel itinerary, saying they preferred to maintain some secrecy to ensure the mission's success.

Assad stalled for weeks on agreeing to the Arab League plan and signed only after the League threatened to turn to the U.N. Security Council to help stop the violence.

The opposition believes the authoritarian leader is only trying to buy time and forestall more international sanctions and condemnation.

Amateur videos posted by activists on the Internet showed gruesome footage of at least four corpses lying in pools of blood in front of a house in Baba Amr, where they reportedly died from mortar shells that struck the neighborhood.

Men could be heard crying for help and women wailing in the video, which also showed several destroyed homes and cars.

A resident of a neighborhood next to Baba Amr said he heard "loud explosions" throughout the night and Monday morning.

"It doesn't stop," he told The Associated Press on condition of anonymity, for fear of reprisals.

The Local Coordination Committees activist network also reported intense shelling "targeting homes and anyone who moves" in Baba Amr.

Johannes Heesters Dead: Nazi-Era Performer Dies At 108

BERLIN -- Dutch-born entertainer Johannes Heesters, who made his name performing in Adolf Hitler's Germany and was dogged later in his long career by controversy over his Nazi-era past, died Saturday, his agent said. He was 108.

The tenor Heesters made his debut on the big stage at the Volksoper in Vienna, Austria in 1934. His career took off in Berlin where, starting in 1935 ? two years after the Nazis took power ? he became a crowd favorite at the Komische Oper and Admiralspalast.

He gained fame by appearing in films such as "Die Leuchter des Kaisers" ("The Emperor's Candlesticks") and "Das Hofkonzert" ("The Court Concert").

Despite his popularity in the Third Reich, Heesters was never accused of being a propagandist or anything other than an artist willing to perform for the Nazis, and the Allies allowed him to continue his career after the war, when he took Austrian citizenship.

Heesters died early Saturday at the hospital in the southern city of Starnberg, where he had been cared for while being in critical condition for several days, his agent Juergen Ross said.

In Heesters' native Netherlands ? which was occupied by Germany for most of the war ? some viewed him as irredeemable given his appearances under the Nazi regime.

In February 2008, he braved protests to perform in the Netherlands for the first time in 44 years at a theater in his native Amersfoort.

In his previous attempt, in 1964, he was booed off the stage in Amsterdam when he tried to appear as the Nazi-hating Captain Von Trapp in "The Sound of Music."

Heesters said it gave him a "heavy heart" to know he was "not wanted in my homeland."

"What did I do wrong? Sure, I acted in films in the Third Reich, entertainment films, which distracted countless people inside and outside Germany from daily life during war," he wrote later about the reception he received.

"Sure, I wanted to make my career and I remember well at the time how many people in the Netherlands were proud that I made a career in the huge neighboring country," he added. "But apart from my career ? and the fact that, through no fault of my own, Adolf Hitler was one of the fans of my art ? what have I done?"

Critics focused on a visit Heesters made to the Dachau concentration camp in 1941.

In December 2008, Heesters lost a court attempt to force a German author to retract allegations that he sang for SS troops there.

Heesters maintained he had been ordered to go to Dachau by the Nazis in an attempt to deceive the public about what was really going on there, but said the alleged performance "never happened."

But Berlin author Volker Kuehn cited an interview with former Dachau inmate Viktor Matejka where the prisoner recalled "I pulled the curtain for him, I was there, I saw him singing."

Around the time of the court case, Heesters was shown on a Dutch television show saying that Hitler was "a good guy." His wife, Simone Rethel, immediately intervened, saying that Hitler was the worst criminal in the world.

"I know, doll," Heesters responded. "But he was nice to me."

Rethel protested after the clip was aired, telling Dutch papers that he had been tricked into making the remarks, and that the program had cut out other parts of the interview where Heesters condemned the Nazi regime.

Heesters continued to be a popular performer in Germany well into his old age, making regular appearances on television and on stage. He made 1,600 appearances in his best-known role, as Count Danilo in Franz Lehar's operetta "The Merry Widow," and 750 as Honore in the musical "Gigi."

At age 98, he put health problems such as knee and appendix operations behind him to perform in Chekhov's "The Cherry Orchard." As he turned 105 in 2008, Heesters was performing in a musical comedy in Hamburg.

"To have nothing to do, to sit there waiting for little aches and pains, is fundamentally wrong," he once wrote. "Life has to be lived."

Heesters was born Dec. 5, 1903 in the Dutch city of Amersfoort, the youngest of four sons of a businessman. His first wife, Dutch actress Louisa Ghijs, died in 1983. The couple had two daughters, Wiesje and Nicole.

Heesters married his second wife, German actress Rethel, in 1992.

Pakistani military denies conspiracy to assume power

ISLAMABAD -- Pakistan lurched between crises Friday, with its military chief, Gen. Ashfaq Parvez Kayani, dismissing talk of a coup and canceling a visit by a top U.S. general, a sign that Pakistani fury at the United States over airstrikes that killed 26 soldiers is far from abating.

Concern has been growing in Pakistan and abroad that the crises -- a political struggle that has pitted civilian officials against the military, and the fraying ties with the United States -- are distracting from deeper threats to stability, primarily the faltering economy and the festering Taliban insurgency.

The militants offered a sharp reminder of their potency Friday, killing one soldier and abducting 15 in an attack on a paramilitary post in the country's northwest, police said. The Taliban threatened to kill the captives.

But Pakistan's focus Friday was on talk of a military coup. Rumors were sparked a day earlier, when Prime Minister Yousuf Raza Gilani warned publicly of a conspiracy to topple the government. He was careful not to openly accuse the military of plotting a takeover, but he did say it must answer to the elected government and cannot operate as a "state within a state."

It takes very little to stoke rumors of a coup in Pakistan, where the military has ruled for more than half the country's history. Even now, nearly four years after the restoration of democracy, the military remains Pakistan's dominant institution, and it largely dictates foreign policy and national security matters.

But the military has made no open moves to assert control over the government despite a widespread perception among its ranks and the broader population that members of Pakistan's squabbling political elite are incapable of taking on the country's challenges.

"The army will continue to support democratic process in the country," Gen. Kayani said in remarks to troops stationed in the northwestern tribal areas, where the army is struggling to contain the Pakistan Taliban, an offshoot of the Afghan insurgent movement, according to a military statement released Friday.

The statement said Gen. Kayani told soldiers during a visit Thursday that coup talk is being "used as a bogey to divert the focus from the real issues." He said there would be "no compromise on national security."

The military did not elaborate on what Gen. Kayani meant. But his remarks were seen as a reference to allegations that Pakistan's former U.S. ambassador, backed by the elected government, had sought Washington's help in heading off a coup and asserting civilian control over the military after the U.S. raid that killed Osama bin Laden in May. The allegations are particularly inflammatory because many Pakistanis see the United States as an enemy despite the long-standing alliance between Washington and Islamabad.

The appeal to Washington was made in a memo that a Pakistani-U.S. businessman, Mansoor Ijaz, has alleged the former ambassador authored and then asked him to convey to Adm. Mike Mullen, then chairman of the Joint Chiefs of Staff. Former Ambassador Husain Haqqani has denied authoring the memo, and the civilian government has backed him. But he nonetheless was forced to resign, and his passport was confiscated upon his return to Pakistan in late November.

Suspicion has since spread to President Asif Ali Zardari, who left Pakistan earlier this month and admitted himself to a Dubai hospital, complaining of chest pains. His sudden departure helped to incite the latest round of coup rumors, although he has since returned and began working again Friday.

The military has signaled that it believes the memo was the work of Mr. Haqqani and possibly the president. It urged the Supreme Court to open an inquiry, which the justices are weighing.

Leukemia patients at greatest risk of listeriosis (Reuters)

NEW YORK (Reuters Health) ? People with certain conditions, including leukemia, other cancers and pregnancy, are at the greatest risk of getting sick from the food-borne bacterium Listeria, French researchers report in a new study.

Doctors and public health officials have known that these conditions make people more vulnerable to listeriosis, but this study is the first to rank the size of the risk for people with each condition.

The results "will help focus risk communication for the medical community," said Ramon Guevara, an epidemiologist for the County of Los Angeles Department of Public Health, who was not involved in the study.

"If you do have an outbreak you want to say who are the high-risk people," he added.

Earlier this year, 30 people died in the Unites States in an outbreak of listeriosis, spread by contaminated cantaloupe.

Deli meat, raw cheese, produce and smoked seafood are also thought to potentially harbor Listeria, but it's uncommon that people actually get sick from it.

The study looked at nearly 2,000 cases of listeriosis in France -- affecting 39 out of every 10 million people -- from 2001 to 2008.

Despite its rarity, listeriosis is still considered an important public health concern because it's relatively deadly compared to other food-borne illnesses, lead author Dr. V?ronique Goulet at the Institut de Veille Sanitaire in Saint-Maurice wrote in an email to Reuters Health.

More than 400 of the 2,000 people who developed listeriosis died.

None of the cases involved an outbreak.

About one in six of the listeriosis cases in France affected pregnant women.

Among the remaining cases, 65 percent of the people involved had an underlying health condition, and 41 percent were undergoing treatment that suppressed their immune systems.

Goulet and her team determined that people with chronic lymphocytic leukemia were at the greatest risk of developing listeriosis -- more than 1,000 times higher than the general French population.

Fifty-five out of every 100,000 people with this leukemia developed listeriosis.

People with other cancers, such as myeloma, lymphoma, and esophageal and liver cancers, were also at a much higher risk of getting sick from Listeria, as were people undergoing dialysis.

Anywhere from 13 to 17 out of every 100,000 people with one of these conditions fell ill with listeriosis, according to findings published in Clinical Infectious Diseases.

Goulet pointed out that even though diabetics and the elderly also have a greater chance of developing listeriosis than the general population, the number of cases among these groups is very small.

"I would like to target recommendations for prevention to persons with hematological malignancy (blood, bone marrow and lymph cancers), especially those undergoing immunosuppressive treatment," Goulet said.

The Centers for Disease Control and Prevention advise people to wash produce before eating, including scrubbing the outside of firm fruits and vegetables such as melons and cucumbers.

In addition, keep the refrigerator colder than 40 degrees Fahrenheit, thoroughly cook meat and toss freshly-sliced deli meats after three to five days.

Depending on the level of risk, Goulet said, some people should avoid eating certain foods, but it's not necessary for everyone.

"For example, as the incidence is very low in the elderly population with no concomitant underlying disease, it is perhaps not advisable to make general recommendations such as to avoid eating deli-meat or cheeses such as feta or camembert, or smoked fish," Goulet wrote.

The cantaloupe outbreak earlier this year, which was one of the most deadly food-borne outbreaks in the United States, was traced back to unsanitary conditions at a packing plant in Colorado.

NY judge: Iran, Taliban, al-Qaida liable for 9/11 (AP)

NEW YORK ? A federal judge has signed a default judgment finding Iran, the Taliban and al-Qaida liable in the Sept. 11 terrorist attacks.

Judge George Daniels in Manhattan signed the judgment Thursday, a week after hearing testimony in the 10-year-old case. The signed ruling, which he promised last week, came in a $100 billion lawsuit brought by family members of victims of the attacks. He directed a magistrate judge to preside over remaining issues, including fixing compensatory and punitive damages.

Daniels signed findings of fact saying the plaintiffs had established that the Sept. 11, 2001, attacks were caused by the support the defendants provided to al-Qaida. The findings also said Iran continues to provide material support and resources to al-Qaida by providing a safe haven for al-Qaida leadership and rank-and-file al-Qaida members.

During last week's open-court hearing, family members of Sept. 11 victims sat through a four-hour presentation from attorneys who cited evidence supporting their claims that Iran actively assisted the hijackers of planes that crashed into the World Trade Center towers, at the Pentagon and into a field in Pennsylvania. Former members of the 9/11 Commission and three Iranian defectors also spoke.

It would be near impossible to collect any damages, especially from the Taliban or al-Qaida.

Iran has not commented on the ruling. Iranian President Mahmoud Ahmadinejad has repeatedly denied any Iranian connection in the Sept. 11 attacks or with al-Qaida. Saudi Arabia had been knocked out of the lawsuit, but lawyers filed papers on Thursday to reinstate Saudi Arabia as a defendant.

Lawyers for the plaintiffs did not immediately return telephone calls seeking comment.

Golf fees to increase in 2012 at Salt Lake City courses

SALT LAKE CITY ? The cost to play nine holes at Salt Lake City-owned golf courses will increase by at least $1 when they reopen next year.

The Salt Lake City Council recently approved the fee increase as a way to fund capital improvement projects at the city's nine golf courses. In all, city officials estimate the courses are in need of about $22 million in maintenance and improvements.

All of Salt Lake City's golf facilities operate through enterprise funds and are self-sustaining, meaning they're able to get by with the money they bring in. But city officials say "getting by" isn't enough. Courses need to be maintained and improved to continue attracting players.

In addition to the $1 fee increase per nine holes, the City Council's action allows courses to charge a fee for operations, likely another $1. Courses also have the option to adjust their golf discount programs to boost revenues.

Of the $22 million in improvement projects, $9.6 million worth are proposed for Bonneville ? including $2.8 million for three new holes, new greens, bunkers, trees and perimeter fencing; $2.5 million for a new clubhouse; and $2.2 million for a new irrigation system.

City officials say much of the existing irrigation system at Bonneville is the original cast-iron pipe that was installed when the course was built more than 75 years ago. Then, in the early '80s, irrigation upgrades were made using thinner-than-required piping, which has resulted in costly repairs over the years, city officials said.

The other city-owned golf courses are Forest Dale, Glendale, Nibley Park, Jordan River, Rose Park, Wingpointe and the two 18-hole courses at Mountain Dell.

Shell oil spill off Nigeria likely worst in decade (AP)

LAGOS, Nigeria ? An oil spill near the coast of Nigeria is likely the worst to hit those waters in a decade, a government official said Thursday, as slicks from the Royal Dutch Shell PLC spill approached the southern shoreline.

The slick from Shell's Bonga field has affected 115 miles of ocean near Nigeria's coast, Peter Idabor, who leads the National Oil Spill Detection and Response Agency, told The Associated Press. Idabor said officials expect the slick to reach beaches in Rivers state by Thursday afternoon.

Shell, the major oil producer in Nigeria, said Wednesday the spill likely occurred as workers tried to offload oil onto a waiting tanker. The company published photographs of the spill, showing a telltale rainbow sheen in the ocean, but said it believes that about 50 percent of the leaked oil has already evaporated.

The source of the leak has been plugged, Idabor said, but the spill still threatens the shoreline and wildlife. Idabor said experts from Britain were coming to help with the cleanup.

Shell announced Wednesday that the Bonga spill likely was less than 40,000 barrels, or 1.68 million gallons. About the same amount of oil spilled offshore in 1998 at a Mobil field.

"Since the Mobil spill, this is just about the most major one," Idabor said.

Bonga sits about 75 miles (120 kilometers) off Nigeria's coast. It can produce about 200,000 barrels of oil and 150 million cubic feet of gas a day, according to Shell's Nigerian subsidiary. Production at the field has been halted since the discovery of the spill.

Environmentalists blame Shell for polluting the country's oil-rich Niger Delta. Some environmentalists say as much as 550 million gallons of oil poured into the delta during Shell's roughly 50 years of production in Nigeria ? a rate roughly comparable to one Exxon Valdez disaster per year. An estimated 11 million gallons was released during the 1989 Exxon Valdez spill in Alaska.

Shell in recent years has said most of the spills in the delta are caused by thieves tapping into pipelines to steal crude oil, which ends up sold into the black market or cooked into a crude diesel or kerosene.

Slicks from the Bonga spill likely will reach beaches near Forcados on Thursday, affecting wildlife there, Idabor said.

Nigeria, an OPEC member nation producing about 2.4 million barrels of crude oil a day, is a top supplier to the U.S.

Budget crisis averted yet again as California suddenly finds more money

Pardon my cynicism, but California has been here before. Balancing the budget seems insoluble. Then, seemingly out of nowhere, money drops from the heavens. Entire new sources of revenue are discovered! Sacramento rejoices. The budget will be balanced after all and there is much festivity. But then the Grinch sneaks in. The expected revenue vanishes or is way under expectations. Lamentations are heard among the land. The budget crisis yet again seems insoluble.

The coming $1 billion in mandated budgets cuts are due to precisely this phenomenon. Earlier this year, Sacramento predicted that $4 billion in new revenue would be arriving. It didn?t. This means deeply unpleasant mandated cuts will occur. Last month, the Legislative Analyst?s Office (LAO) said most of the $4 billion looks to be a phantom that never existed. But even in such dark times, Sacramento had an ace in the hole. Under the terms of the mandated cuts, California could take the cheeriest and most optimistic revenue estimate from either the LAO or the Department of Finance.

Hold on for this stunner. The Department of Finance released a much rosier estimate than the LAO. Apparently, unexpected new sources of revenue have been found and thus things are better than predicted. Who could have predicted such a miracle? Well, maybe it?s not so much a miracle as it is staving off a truly calamitous crisis. After all, the state is still $2.2 billion short. The governor says maybe $6 billion in further cuts are coming on top on the mandated cuts. He also wants voters to approve $7 billion in tax increases in November 2012. This will be tricky if he keeps insisting that the California economy is recovering. I?m guessing voters will be in such a foul mood they will vote down most everything, which will certainly complicate budget matters.

The $1 billion in cuts start Jan. 1 and will impact higher education, social services, home care for the infirm and elder care, local libraries, and even prisons. Rather astonishingly, $248 million of the $980 million in cuts are for K-12 bus service. That?s over 25% of the total. Worse, the bus service is federally mandated. School districts will have to find the money elsewhere rather than telling the kids to hitchhike or asking Mom to drive them. Their budgets are already beyond lean. John Deasy, Superintendent of Los Angeles Unified School District, says they have no money for transportation and will sue to block the cuts.

Home care for the sick and elderly will take a $100 million hit. A federal judge has already filed a temporary order blocking this. Doubtless many other lawsuits will be filed too.

This bipolar lurching from giddy expectations of higher revenue to depression when the revenue doesn?t appear is no way to run the financial affairs of the most populous state. The budget needs to be done based on solid and sane estimates of revenue. I propose that each year a team of outside, independent auditors, economists, and other such experts make the estimates. Further, they should be paid by an outside entity and not work for the State of California in any capacity. Businesses routinely have outside audits. California needs the same. It has shown it cannot come up with credible numbers on its own.
